Users allowed to change text, but not move modules

I am looking to make kind of an account page for users. Users should be allowed to change te text, upload images and files but they should not be allowed to move modules (I am currently using BeaverBuilder).
I have tried several account builder plugins, but nothing seems to work. Anyone an idea how to solve this?
