WordPress on an area machine redirecting to on-line url

i’ve downloaded a wordpress net to my native machine and tried setting it up.
the issue: when making an attempt to login, wordpress will all the time redirect to the web url.
the one method i discovered was altering the siteurl manually in phpmyadmin to my native machine’s ip tackle.
is there a greater answer?
the issue about doing that’s that permalinks will not work anymore regionally.
